IB: Enable ActiveX and Socket Clients

To 'Enable ActiveX and Socket Clients' you will need to close Ensign Windows program and go into the TWS program.

Click TWS menu Configure | API and make sure 'Enable ActiveX and Socket Clients' is checked.  Rerun Ensign Windows..
